The was originally going to be a tutorial for both, horses & humans, but it got too complicated to organize all the layers and such, so I decided for humans first, and equines, canines next.
But, it's true, these techniques can be applied to any eye, really.

I need to ask you a little question!! I don't know how you did your lines in your eyes?! I know you wrote something about circle... but did you used the «droplet»...ecuase it doesn't work... lol! I'm not really good with color!! *shy*
I mostly pick either SUPER bright colors, or SUPER dark colors, never really staying in the middle. The reason I don't use the droplet tool too much in the eyes, is because I find that if you begin to use it, you'll start picking out a lot of the same colors very quickly, which we don't want. We want every color to pop, in this type of bright, intense eye. We want the muscles to stand out, and the expression to be intense, so if I use a very bright color, I automatically draw people to it.
So I use a small brush (1-6 pixels, depending on your canvas size, and my canvas size is usually around 3000 x 2000) and, at a very low opacity [8-16% should do the job] start putting in some very bright colors (I start bright, and work my way down to dark, but you can probalby do it either way.) and just draw a few straight lines of color through the eye.
See what you like and how it suites you, and I hope that explanation helps a little! :3
